Artists in Schools

Artists in schools programs (or Artists-in-Residence) offer new and exciting ways of teaching and learning. Students, teachers and artists can grow through these creative partnerships and develop new skills and understandings. The innovative aspects of many programs also have potential to draw together the differing learning areas of the Western Australian Curriculum Framework and link the classroom with the professional arts world and local community.

What is it?

Developed in conjunction with the Australia Council for the Arts, the Department of Culture and the Arts (DCA) and Department of Education (DoE), this four year pilot grants program was launched in Western Australia in June 2009. The AIR GRANTS PROGRAM is open to all Western Australian public schools, clusters of public schools and teacher training institutions (ie. tertiary institution Schools of Education) in collaboration with professional artists, arts and cultural organisations.

The AIR GRANTS PROGRAM, gives artists an opportunity to broaden their experiences and share their skills while providing students with greater access to the creative development process and encourage them to consider the arts when making future career choices.

The AIR GRANTS PROGRAM also creates opportunities for artists and teachers to work together and develop effective teaching methods and practices for the arts.

The 2012 AIR GRANTS PROGRAM is made up of two funding STREAMS.

STREAM 1: short term artist residencies for a minimum of 150 contact hours, commencing in Term 2 scheduled consecutively or completed by the end of Term 3. A STREAM 1 applicant is either a public school, cluster of public schools or a teacher training institution (ie. tertiary institution School of Education).

STREAM 2: a longer term residency (minimum of 300 contact hours) by a Department of Culture and the Arts (DCA) key funded arts and cultural organisation with a proven track record of providing high quality arts education programs in WA schools. DCA key funded organisations will be invited to submit applications for assessment. STREAM 2 projects will commence in Term 2 and be completed by the end of Term 4.

Together these streams prioritise:

  • Creative processes that actively engage with students;
  • Partnerships between public schools, clusters of public schools, artists and/or arts and cultural organisations and the wider community;
  • Innovation and 21st century technology;
  • Professional development opportunities for artists, educators and pre-service teachers;
  • Regional and remote school communities;
  • Indigenous young people;
  • Young people at educational risk;
  • Disability; and
  • Cultural difference and diversity.

Successful applicants will be those that deliver one or more of these priority areas and address all the assessment criteria.

Applications that propose identical or similar programs to those already being undertaken in a public school(s) or a teacher training institution; projects which do not directly link with the Western Australian Curriculum Framework or course of study; and/or do not address a minimum of one of the priority areas, as identified above, will not be funded. Who can apply?

The applicant requesting funding in STREAM 1 must be a Western Australian public school, cluster of public schools or teacher training institution (ie. tertiary institution School of Education).

The applicant requesting STREAM 2 funding must be a current DCA key funded organisation with a proven track record in delivering high quality arts education projects in WA schools. They will be required to work in collaboration with a Western Australian public school, cluster of public schools and/or teacher training institution (ie. tertiary institution School of Education).

An AIR project must:

  • include involvement by at least one professional artist with a minimum of three (3) years professional experience in their art form, however the artist(s)/arts and cultural organisation(s) may work in any art form or combination of arts forms e.g. creative writing/literature, dance, design, drama, media (including new media, film, television and/or radio broadcasting), music, and/or visual arts;
  • ensure all participating artists have a Working With Children Check;
  • show direct links to the Western Australian Curriculum Framework or course of study;
  • show high artistic merit;
  • incorporate professional learning opportunities for artists and educators; and,
  • have the school/institution take on the role of Project Manager and appoint a staff member as Project Coordinator.

How much funding is available?

In 2012, the fourth and final year of the pilot program:

  • STREAM 1: Up to six (6) grants of $30,000 ex GST each will be available for projects commencing Term 2, 2013 and completed by the end of Term 3, 2013;

and

  • STREAM 2: One (1) grant of $100,000 ex GST will be made available for a longer term residency project commencing Term 2, 2013 and completed by the end of Term 4, 2013.

A STREAM 1 application must include:

  • A completed application form, which includes a brief description about the school(s) and a profile on the artist(s)/arts and cultural organisation(s), project description, an outline on how the project links to the curriculum (or relevant course of study in the case of tertiary institutions) and information on what professional development opportunities will be made available for teachers and artists, and a project budget.
  • Support material eg. examples of the artist's/arts and cultural organisation's work, budget notes and signed declaration forms from schools and artists.

READ THE APPLICATION FORM CAREFULLY! All written materials should be typed on one side of an A4 page only and please do not use coloured paper when photocopying original or photocopied support documentation.

The Assessment Process

STREAM 1 of the AIR GRANTS PROGRAM is delivered through an open application process and administered by the Department of Education in collaboration with the Department of Culture and the Arts.

STREAM 2 is delivered through a two-stage application process ie. Expression of Interest (EOI) and Full Proposal and is administered by the Department of Culture and the Arts in collaboration with the Department of Education.

Both funding STREAMS will use ArtsEdge as its key source of information and client liaison.

Applications for STREAMS 1 and 2 are assessed by a panel consisting of Australia Council for the Arts, Department of Culture and the Arts and Department of Education staff and external peers from the arts and education sectors. External panelists are selected on the basis that they are free from conflict of interest pertaining to the applications and have the relevant expertise to thoroughly assess the applications.

The list of the AIR Grants Program Assessment Panel members for 2012 will be available in Term 3, 2012.

All panelists are required to observe a code of conduct of impartiality and confidentiality and undertake thorough assessment of each application. Assessment meetings are supervised by ArtsEdge to ensure adherence to the code of conduct for assessment, however ArtsEdge staff members are not involved in the decision making.

The Assessment Panel considers each application and how it meets the AIR GRANTS PROGRAM assessment criteria and key priorities. With limited funding available, the Panel is often unable to support all applications that competitively address the assessment criteria.

Applicants are sent an email of acknowledgement advising them that their applications have been received. Funding results are posted on the ArtsEdge website and/or information included in the ArtsEdge E-newsletter following the assessment panel meeting (approximately 6-8 weeks). Applicants are also advised in writing of the outcome of their submission.

The AIR GRANTS PROGRAM Induction Workshop

Successful applicants in both funding streams will be invited to attend a professional learning workshop hosted by ArtsEdge on behalf of the funding partners.

Whilst it is not compulsory we strongly recommend that Project Coordinators and artists attend. The workshops are designed for teachers and artists to come together, refine their planning procedures and discuss roles and responsibilities for the implementation of their AIR project. It is also an opportunity to go through and understand key documents associated with receiving your grant e.g. acknowledgement requirements, reporting and documentation, evaluation and the Acquittal Report. In particular, for STREAM 1 successful applicants, it is also an opportunity to network with other AIR Project Management Teams funded in the round and find out details about their AIR projects.

All applicants must note before applying to the AIR Grants Program that should they be successful it will be up to the school's Project Coordinator (for STREAM 1) and the arts and cultural organisation' Project Coordinator (for STREAM 2) to extend invites to fellow staff (eg. Principal, additional Project Coordinators, relevant teachers, administrators or registrars) and all artists working on the project to attend the workshop. It will also be up to the successful applicants to discuss with their AIR Project Management Team who covers what costs associated with attendance. Costs for the artist's time and/or travel to attend (especially in the case of successful regional or remote public schools) should be considered early on and, if need be, factored into the AIR budget supplied in your application or provision made to cover costs from other school funds (eg. teacher relief payments). Teachers attending who provide ArtsEdge with their WACOT number will have the workshop recorded on their file and it can be used to contribute to their annual professional learning requirements.

Applicants should remember that this workshop is as much a professional learning opportunity for professional artists as it is for teachers and as professionals the school or arts and cultural organisation receiving AIR funding should discuss an appropriate remuneration for their time for these workshops or any other work undertaken outside the actual AIR project implementation period.

Successful STREAM 1 applicants in 2011 (ie. school representatives and artists) attended a professional learning workshop at the Department of Culture and the Arts on Monday 20 February 2012. This full day workshop enabled Principals, teachers, registrars and artists to come together to introduce their proposed projects and fine tune logistics for the delivery of their projects in 2012.

Successful 2011 STREAM 2 applicants (AIR Project Management Team members ie. school representatives and artists) were invited to a special professional learning session on February 23, 2012 at the Department of Culture and the Arts, now located at Gordon Stephenson House, 140 William Street, Perth. Project Managers from Musica Viva Australia (WA) and specialist artists Mark Cain and Calvin Chee joined project coordinators/teachers from Belmay Primary School, Carson Street Independent Public School, South East Language Development Centre and Belmont City Collegel to discuss and plan their AIR project which will be implemented over the course of the 2012 school year.

Payment of Grants

If your application is successful, you will receive a contract detailing the conditions and requirements that apply to the grant. The public school (as STREAM 1 applicant) and the arts and cultural organisation (as STREAM 2 applicant) must sign and return this to the grant administer for that funding stream.

STREAM 1 is administered by the Department of Education and signed contracts must be returned to Department in order for grant funds to be transferred to the school via the DoE Gateway.

STREAM 2 is administered by the Department of Culture and the Arts and signed contracts must be returned to DCA Grants Administration before funds will be transferred.

Copyright and Intellectual Property

You must pay particular attention to all aspects of intellectual property arising from your proposed AIR project. Legally, any art work produced in the course of a residency or workshop where the artist is employed or contracted by the school is owned and copyrighted to the Government of Western Australia, through the Department of Education.

Students retain copyright ownership of their own art work and if they are under the age of 18 reproduction of these is dependent upon parental or guardian permission (refer to pages 44 & 45 of the ArtsEdge Artists in Schools Guide for more information).

Ensure that everyone involved in your AIR project is correctly acknowledged, consulted with, and has given appropriate written permission for your to use or reproduce the work created. In preparing your budget you may need to consider including costs for licence fees for the use of any images, music or other intellectual property created by other people. All applications must clearly describe and demonstrate appropriate arrangements for intellectual property in, or arising from, the AIR project.

Collaboration and Cultural Ownership

Applications that include collaboration with others such as Culturally and Linguistically Diverse Communities and Indigenous peoples must appropriately consult with all relevant parties.

It is the responsibility of the applicant to ensure that this is done and in a manner suitable to those with whom you are collaborating.

In particular, those working with Indigenous people and communities must refer to the Indigenous protocols guide produced by the Australia Council for the Arts - Aboriginal and Torres Strait Islander arts board. Complaints

It is a condition of submitting an application to the AIR Grants Program that you acknowledge acceptance of the system of Panel assessment and the conditions of the program. Therefore, complaints will only be considered where there is an alleged breach of the assessment process as outlined above.

If you believe that the proper assessment process has not been followed for your grant application, please discuss your concerns with ArtsEdge who will raise them with the appropriate DCA or DoE staff.
